MPEP is the complete list of rules and laws that govern patents and is constantly being revised. An individual inventor could use the MPEP to write his or her own patent application, but in reality that would be a very difficult task and most of us need to hire an MPEP expert aka a patent attorney in order to correctly have our patent applications written.
